New York's moron Senatrix, Kirsten Gillibrand, doesn't know seven states, including her own, didn't have a popular vote for president, for example in 1796

There was no principle of one person, one vote. The legislatures of Connecticut, Delaware, New Jersey, New York, Rhode Island, South Carolina, Massachusetts and Vermont appointed Electors to the Electoral College. Other states actually had Electors names on the ballots, not the names of the presidential candidates. And women didn't get to vote everywhere as a matter of federal law until 1920.
