DONALD J. TRUMP CONTRACT WITH THE AMERICAN VOTER

What follows is my 100-day action plan to Make America Great Again. It is a contract between myself and the American voter – and begins with restoring honesty, accountability and change to Washington.

Therefore, on the first day of my term of office, my administration will immediately pursue the following six measures to clean up the corruption and special interest collusion in Washington, DC:

● FIRST, propose a Constitutional Amendment to impose term limits on all members of Congress;
● SECOND, a hiring freeze on all federal employees to reduce federal workforce through attrition (exempting military, public safety, and public health);
● THIRD, a requirement that for every new federal regulation, two existing regulations must be eliminated;
● FOURTH, a 5 year-ban on White House and Congressional officials becoming lobbyists after they leave government service;
● FIFTH, a lifetime ban on White House officials lobbying on behalf of a foreign government;
● SIXTH, a complete ban on foreign lobbyists raising money for American elections.

On the same day, I will begin taking the following 7 actions to protect American workers:

 FIRST, I will announce my intention to renegotiate NAFTA or withdraw from the deal under Article 2205
 SECOND, I will announce our withdrawal from the Trans-Pacific Partnership
 THIRD, I will direct my Secretary of the Treasury to label China a currency manipulator
 FOURTH, I will direct the Secretary of Commerce and U.S. Trade Representative to identify all foreign trading abuses that unfairly impact American workers and direct them to use every tool under American and international law to end those abuses immediately
 FIFTH, I will lift the restrictions on the production of $50 trillion dollars’ worth of job- producing American energy reserves, including shale, oil, natural gas and clean coal.
 SIXTH, lift the Obama-Clinton roadblocks and allow vital energy infrastructure projects, like the Keystone Pipeline, to move forward
 SEVENTH, cancel billions in payments to U.N. climate change programs and use the money to fix America’s water and environmental infrastructure

Additionally, on the first day, I will take the following five actions to restore security and the constitutional rule of law:

 FIRST, cancel every unconstitutional executive action, memorandum and order issued by President Obama
 SECOND, begin the process of selecting a replacement for Justice Scalia from one of the 20 judges on my list, who will uphold and defend the Constitution of the United States
 THIRD, cancel all federal funding to Sanctuary Cities
 FOURTH, begin removing the more than 2 million criminal illegal immigrants from the
country and cancel visas to foreign countries that won’t take them back
 FIFTH, suspend immigration from terror-prone regions where vetting cannot safely occur. All vetting of people coming into our country will be considered extreme vetting.

Next, I will work with Congress to introduce the following broader legislative measures and fight for their passage within the first 100 days of my Administration:

1. Middle Class Tax Relief And Simplification Act. An economic plan designed to grow the economy 4% per year and create at least 25 million new jobs through massive tax reduction and simplification, in combination with trade reform, regulatory relief, and lifting the restrictions on American energy. The largest tax reductions are for the middle class. A middle-class family with 2 children will get a 35% tax cut. The current number of brackets will be reduced from 7 to 3, and tax forms will likewise be greatly simplified. The business rate will be lowered from 35 to 15 percent, and the trillions of dollars of American corporate money overseas can now be brought back at a 10 percent rate.
2. End The Offshoring Act Establishes tariffs to discourage companies from laying off their workers in order to relocate in other countries and ship their products back to the U.S. tax-free.
3. American Energy & Infrastructure Act. Leverages public-private partnerships, and private investments through tax incentives, to spur $1 trillion in infrastructure investment over 10 years. It is revenue neutral.
4. School Choice And Education Opportunity Act. Redirects education dollars to gives parents the right to send their kid to the public, private, charter, magnet, religious or home school of their choice. Ends common core, brings education supervision to local communities. It expands vocational and technical education, and make 2 and 4-year college more affordable.
5. Repeal and Replace Obamacare Act. Fully repeals Obamacare and replaces it with Health Savings Accounts, the ability to purchase health insurance across state lines, and lets states manage Medicaid funds. Reforms will also include cutting the red tape at the FDA: there are over 4,000 drugs awaiting approval, and we especially want to speed the approval of life-saving medications.
6. Affordable Childcare and Eldercare Act. Allows Americans to deduct childcare and elder care from their taxes, incentivizes employers to provide on-side childcare services, and creates tax-free Dependent Care Savings Accounts for both young and elderly dependents, with matching contributions for low-income families.
7. End Illegal Immigration Act Fully-funds the construction of a wall on our southern border with the full understanding that the country Mexico will be reimbursing the United States for the full cost of such wall; establishes a 2-year mandatory minimum federal prison sentence for illegally re-entering the U.S. after a previous deportation, and a 5-year mandatory minimum for illegally re-entering for those with felony convictions, multiple misdemeanor convictions or two or more prior deportations; also reforms visa rules to enhance penalties for overstaying and to ensure open jobs are offered to American workers first.
8. Restoring Community Safety Act. Reduces surging crime, drugs and violence by creating a Task Force On Violent Crime and increasing funding for programs that train and assist local police; increases resources for federal law enforcement agencies and federal prosecutors to dismantle criminal gangs and put violent offenders behind bars.
9. Restoring National Security Act. Rebuilds our military by eliminating the defense sequester and expanding military investment; provides Veterans with the ability to receive public VA treatment or attend the private doctor of their choice; protects our vital infrastructure from cyber-attack; establishes new screening procedures for immigration to ensure those who are admitted to our country support our people and our values
10. Clean up Corruption in Washington Act. Enacts new ethics reforms to Drain the Swamp and reduce the corrupting influence of special interests on our politics.
On November 8th, Americans will be voting for this 100-day plan to restore prosperity to our economy, security to our communities, and honesty to our government.

This is my pledge to you.

And if we follow these steps, we will once more have a government of, by and for the people.

A big victory for electricity from coal and for Laurence Tribe: Supremes stay EPA rule implementation shutting down 53 plants

WASHINGTON — In a major setback for President Obama’s climate change agenda, the Supreme Court on Tuesday temporarily blocked the administration’s effort to combat global warming by regulating emissions from coal-fired power plants. ... “We are thrilled that the Supreme Court realized the rule’s immediate impact and froze its implementation, protecting workers and saving countless dollars as our fight against its legality continues,” said Patrick Morrisey, the attorney general of West Virginia, which has led the 29-state legal challenge. ... In a second filing seeking a stay, coal companies and trade associations represented by Laurence H. Tribe, a law professor at Harvard, said the court should act to stop a “targeted attack on the coal industry” that will “artificially eliminate buyers of coal, forcing the coal industry to curtail production, idle operations, lay off workers and close mines.” ... Mr. Tribe added that the plan “will cause the closure of 53 coal-fired plants in 2016 and another three in 2018.”

Obama has backed tougher limits on carbon dioxide blamed for climate change.

New mercury standards that took effect last year led utilities to retire 23 gigawatts of coal-fired electricity, according to Bloomberg New Energy Finance.

On Friday, his administration said it will stop leasing public land to coal developers and will weigh raising royalty fees for exploration while it studies the fuel’s environmental impacts.

Both production and demand for coal this year will fall to the lowest level since 1983, the U.S. Energy Information Administration said this week. ...

Arch [Coal Inc.] has followed Alpha Natural Resources Inc., Patriot Coal Corp., Walter Energy Inc. and James River Coal Co., in bankruptcy.

In other news, mining (129,000) and logging jobs (2,000) declined 131,000 in 2015, the biggest decline since 1986 and the third worst year of declines since 1939.

Since 2007 net generation of electricity from coal has declined by almost 30% through October 2015.

While retail sales of electricity in 2014 are almost exactly identical to such sales in 2007, measured in kilowatthours purchased, the cost of that electricity has gone up over 18% over the same period as coal's role is being deliberately curtailed.

Substitute "liberals" everytime you see "boomers" in the essay and it makes a lot more sense than attacking your parents per se. Instead the author prefers to commit Maoism in "Baby boomers are what’s wrong with America’s economy". 

Meanwhile, exporting good jobs and importing cheap labor were artifacts of the 1960s revolution, advanced by people who were fellow travelers under FDR. The height of the baby boom generation was what, aged 10 in 1967? 

In the end, Jim Tankersley can't add and subtract, but what his father gave him for Christmas in 2012 for his patricidal thesis says it all:

"After I first outlined this argument to my father in 2012, he gifted me an actual lump of coal for Christmas."

Well done, Dad! The earth remains full of coal, especially American earth, ensuring energy independence as far as the eye can see, as well as oil and natural gas and . . . thorium! If only we'll use it. 

It makes more sense to rely on these going forward because they remain so plentiful, employing technologies to make them harmless to human health, invented by smart people from every generation.

But if a Maunder Minimum ensues in 2030, we might not care as much about the health as the warmth.

The New York Times criticizes Republican tax plans, pretending revenues are needed to cover spending

"All of these candidates deny fiscal reality. In the next 10 years, revenues will need to increase by 40 percent simply to keep federal spending even, per capita, with inflation and population growth. Additional revenues will be needed to pay for health care for the elderly, transportation systems and other obligations, as well as for newer challenges, including climate change. And interest on the national debt will surely rise because interest rates have nowhere to go but up."

Who is the Times trying to kid?

Revenues have never been needed to cover expenditures and they know it, and rarely have covered expenditures. Expenditures will continue to grow whether the Times or the Republicans like it or not. They are baked into the cake of the legislation that drives them. The only way to fix that is to rescind the legislation or modify it, with its built-in cost of living increases and added population coverage assumptions.

This country has run minor annual surpluses in just twelve years since 1939, doing nothing but slowing down our present arrival at $18.2 trillion in debt.

Spare us the histrionics.

The heavy hitters when it comes to spending are:

• HHS ($1 trillion, 91% of which is Medicare and Medicaid)
• Social Security ($.96 trillion)
• Defense ($.59 trillion, protecting the world without reimbursement)
• Treasury Dept. ($.57 trillion, $.4 trillion of which is interest on the debt overspending)
• Veterans ($.16 trillion, which does such a good job veterans die waiting for appointments)
• Agriculture ($.14 trillion, over half of which is the food stamp program).

Together those six account for 88% of federal spending, and the Times dares the Republicans even to think about reforming Social Security and Medicare, calling instead for higher taxes.

Meanwhile there's plenty else to cut just by axing all the other departments which account for the remaining $.48 trillion making up the 2015 fiscal outlay total of $3.9 trillion.

Let's start with the Education Dept., $76 billion, then International Assistance Programs, $22 billion.

Ka-ching! Ka-ching! You're 20% of the way there, just like that.

"The idea it would be catastrophic if carbon dioxide were to increase and average global temperature were to rise a few degrees is preposterous. ...

"Over the past 150 million years, carbon dioxide had been drawn down steadily (by plants) from about 3,000 parts per million to about 280 parts per million before the Industrial Revolution. If this trend continued, the carbon dioxide level would have become too low to support life on Earth. Carbon dioxide is vital for life on Earth and plants would like more of it."

Bloomberg's Al Hunt hurls the loaded term "denier" at Republicans

"Still, Francis's message is unsettling to more than a few conservatives, particularly his focus on climate change and his initiatives to influence the United Nations' conference in Paris this year. Some prominent Republicans, such as Senate Environment Committee Chairman James Inhofe, are climate-change deniers."

Ambrose Evans-Pritchard oddly unaware high CO2 coincides with 17yr+ pause in global warming

[Shale] has whittled down the US current account deficit, now just 2pc of GDP [approximately $340 billion?]. Cheap gas costs - a third of EU prices and a quarter of Asian prices - has brought US industry back from near death, perhaps for long enough to give America another two decades of superpower ascendancy. But making money out of shale is another matter.

Even if the fossil companies navigate the next global downturn more or less intact, they are in the untenable position of booking vast assets that can never be burned without violating global accords on climate change.

The IEA says that two-thirds of their reserves become fictional if there is a binding deal limit to CO2 levels to 450 particles per million (ppm), the maximum deemed necessary to stop the planet rising more than two degrees centigrade above pre-industrial levels. It crossed 400 ppm threshold this spring, the highest in more than 800,000 years.

Ambrose's problem is that he has insufficient skepticism: There is no binding deal, and we couldn't stop developing nations from spewing even if we wanted to. Ambrose has become a co-dependent in the climate scare and is trafficking in last year's news:

If CO2 was at the same level as of 800,000 years ago, why are we cooler by 5-10 degrees and sea levels lower by 75-120 feet? This would indicate there’s no CO2/temp/sea level relationship.

Indeed, as the picture has unfolded in the last year, we are well past the 17 year milestone for no temperature anomaly. All that extra CO2 is doing nothing, except maybe producing too much vegetation.

So I bought a lawn tractor to mow it all down.

If "climate change" caused famine and brought down the Bronze Age, why did hungry conquerors DESTROY food?

It's a question which this classicist doesn't seem to have asked himself before writing here, in The New York Times:

The marauders are thought to have been the Sea Peoples, possibly from the western Mediterranean, who were probably fleeing their island homes because of the drought and famine and were moving across the Mediterranean as both refugees and conquerors.

We still do not know the specific details of the collapse at the end of the Late Bronze Age or how the cascade of events came to change society so drastically. But it is clear that climate change was one of the primary drivers, or stressors, leading to the societal breakdown.

There's famine, and then, well, there's famine.

Temperature was quite a bit warmer 3000 years ago than it is today, but without the present day scale of supposed human-caused climate change. Why aren't people asking why? And somehow mankind survived to produce what we know as human history despite all that. It is sad to see academics who specialize in the ancient world jumping on this bandwagon of climate hysteria when their own area of expertise ought to tell them that there is something terribly wrong with the contemporary theory. It is more plausible that the much warmer conditions of the past simply produced more human flourishing than the food supply at that time could sustain. And those much warmer conditions of past human history ought at least give them pause. 

Climate-change activists are exasperated beyond endurance by the gullibility of the people

So says Clive Crook for Bloombergview here.

It illustrates a more general point, that the vision of the anointed is always frustrated by the lumpenproletariat. The elites' response to them is sometimes hyperbolic, as in Lenin's recourse to a vanguard to foist the revolution on a less than enthusiastic population, or as in a certain Penn State climate scientist's recourse to the courts to shut down his critics.

Old Clive doesn't mention those, but he does mention Secretary of State John Kerry's kooky statements, and adds this:

[T]his cause isn't advanced by exaggerating what is known in order to scare people into action, nor by denouncing everybody who disagrees with such proposals as evil or idiotic.

The scientists themselves -- some of them, at least -- are partly to blame. They chose to become political advocates, no doubt out of a sincere belief that policies needed to change a lot and at once. But scientist-advocates can't expect to be seen as objective or disinterested. Once they're suspected of spinning the science or opining on questions outside their area of expertise, as political advocacy is bound to require, they lose authority.

I'd say Clive is definitely showing signs of mellowing since his association with Bloomberg. Before that he seemed less temperate, although too temperate for Paul Krugman.

The incremental change of good old Fabian socialism is what Clive seems to have settled on, as has Obama after an early explosion of revolutionary zeal in 2008 when the realities of office overwhelmed everything.

Fortunately for those of us who disagree about the climate alarums, the John Kerrys and Penn Staters don't seem to have received the memo and keep doing everything to hurt their cause.

Another Geezer Eruption From Climate Alarmist James Lovelock: 'Put Democracy On Hold For A While'

This one in, where else?, the UK Guardian in 2010, which I missed, but many others noticed:

We need a more authoritative world. We've become a sort of cheeky, egalitarian world where everyone can have their say. It's all very well, but there are certain circumstances – a war is a typical example – where you can't do that. You've got to have a few people with authority who you trust who are running it. And they should be very accountable too, of course.

But it can't happen in a modern democracy. This is one of the problems. What's the alternative to democracy? There isn't one. But even the best democracies agree that when a major war approaches, democracy must be put on hold for the time being. I have a feeling that climate change may be an issue as severe as a war. It may be necessary to put democracy on hold for a while.

James should have been more honest. What he really meant to say was, "We need a more authoritarian world."

Global Warming Alarmist James Lovelock, Now a Geezer of 92, Backs Off Predictions

Not that he wasn't a geezer already in 2006 when he was still thumping his global warming tub:

In 2006, in an article in the U.K.’s Independent newspaper, he wrote that “before this century is over billions of us will die and the few breeding pairs of people that survive will be in the Arctic where the climate remains tolerable.” ...

Six years on he's singing a slightly different tune:

“The problem is we don’t know what the climate is doing. We thought we knew 20 years ago. That led to some alarmist books – mine included – because it looked clear-cut, but it hasn’t happened,” Lovelock said.

“The climate is doing its usual tricks. There’s nothing much really happening yet. We were supposed to be halfway toward a frying world now,” he said.

“The world has not warmed up very much since the millennium. Twelve years is a reasonable time… it (the temperature) has stayed almost constant, whereas it should have been rising -- carbon dioxide is rising, no question about that,” he added.

He pointed to Gore’s “An Inconvenient Truth” and Tim Flannery’s “The Weather Makers” as other examples of “alarmist” forecasts of the future.
