Majority Leader Chuck Schumer spent much of the day Thursday hammering out an agreement with a group of Senate Republicans who demanded that he pledge to support a supplemental defense funding bill before they would agree to fast-track the debt ceiling bill.

The current House debt ceiling bill provided $886 billion in defense spending for fiscal year 2024, an increase of 3% year over year. That figure rose to $895 billion in 2025, an increase of 1%.

But GOP Sen. Susan Collins of Maine called this “woefully inadequate” Thursday, arguing that a 1% increase did not keep pace with inflation, so in practical terms, it was actually a decrease in military funding. The solution came in the form of a rare joint statement from Schumer and Senate Minority Leader Mitch McConnell, R-Ky., which was read on the floor.

“This debt ceiling deal does nothing to limit the Senate’s ability to appropriate emergency supplemental funds to ensure our military capabilities are sufficient to deter China, Russia and our other adversaries and respond to ongoing and growing national security threats,” Schumer read. “Nor does this debt ceiling limit the Senate’s ability to appropriate emergency supplemental funds and respond to various national issues, such as disaster relief, combating the fentanyl crisis or other issues of national importance,” said Schumer.

A total of 31 Republicans voted against the measure ...

Just four Democrats voted against the measure: Sens. John Fetterman (Pa.), Ed Markey (Mass.), Jeff Merkley (Ore.), Elizabeth Warren (Mass.), along with Bernie Sanders (I-Vt.). ...

The legislation would provide $886 billion for defense, which negotiators described as a 3 percent increase, and $637 billion for non-defense programs, according to a White House summary. ...

Senate Republican Whip John Thune (S.D.) said McCarthy didn’t sign off on the agreement between Senate leaders and defense-minded GOP senators. ...

Asked how confident he is about a defense supplemental spending bill passing later in the year, Thune said, “hard to say.” 

“It was important for some of our members have folks on the record acknowledging there clearly could be a need, will be a need for our national security interests,” he said.

The Washington Post, citing people familiar with the details, reported that the two men spoke this week. A spokeswoman for Summers declined to comment,  as did a spokeswoman for Manchin. This time, the haggling and lobbying bore fruit: a surprise agreement for a $369 billion tax, energy and climate plan that Manchin and Schumer announced on Wednesday.

The must-pass bill includes a provision that would allow more than 2 million federal government workers to take paid leave to care for a new baby or for an adopted child. Parental leave was a priority for high-ranking Democrats, including Schumer and House Speaker Nancy Pelosi.

The provision is a victory for federal workers, who would face benefit cuts under the Trump administration’s budget submission. Under the current federal law, civilian workers are eligible for 12 weeks of unpaid leave.

In the lame duck Pelosi in the House and Schumer in the Senate could allow just enough Democrats to go along with it that they could arguably still blame it on the Republican controlled 115th Congress.

But they are mean bastards. They'd rather inflict us with him for eight years instead of four.

In many states Democrats are trying to fool the voters by running against their leaders Pelosi and Schumer

But once in office they'll vote as their leaders require, just as Rahm Emanuel's 2006 "Blue Dog" victors did, including for Obamacare. Not one of these people save for Manchin would or did vote to confirm Brett Kavanaugh.

Democrats in tough races throw their party under the bus:

In Missouri, Sen. Claire McCaskill (D) has a radio ad declaring she’s “not one of those crazy Democrats.” She’s in a razor-tight race against Josh Hawley, the state’s attorney general.

In Montana, Sen. Jon Tester (D), whose race against Republican Matt Rosendale has tightened considerably, told The Hill that Democrats “botched” the debate over Supreme Court Justice Brett Kavanaugh. 

He also criticized Massachusetts Sen. Elizabeth Warren’s (D) use of DNA results to claim Native American heritage, saying it doesn’t “pass the test.” 

In Tennessee and Arizona, former Gov. Phil Bredesen (D) and Rep. Kyrsten Sinema (D) are telling voters that they will not back Senate Minority Leader Charles Schumer (N.Y.) for Senate Democratic Leader. Trump won both of those states in 2016, too.

In West Virginia, Sen. Joe Manchin (W.Va.) broke with his party and backed Supreme Court Justice Brett Kavanaugh's confirmation.

In Indiana, Sen. Joe Donnelly (D) has a television ad warning of “socialists” who “want to turn health care over to the government “ and of the “radical left” wanting to eliminate U.S. Immigrations and Customs Enforcement. ...

In Nevada, where Clinton won a victory, Rep. Jacky Rosen (D) has an ad touting her clash with House Democratic Speaker Nancy Pelosi (Calif.) to reform the Veterans Affairs Department. 

“Jacky stood up to Nancy Pelosi to reform the VA,” a veteran tells viewers.

Rosen is in a tight race against Sen. Dean Heller (R-Nev.).

A proposal from the Homeland Security Department, submitted to Congress last week, called for $18 billion in fencing and another $1 billion in new roads to patrol the fencing. The fencing would involve upgrading existing barriers and adding new ones, extending the current 654 miles of barriers to about 970 miles, The Wall Street Journal reported.
